INCREASING AWARENESS OF POPULATION, ESPECIALLY AGE 15-17 ON FIGHTING TRAFFICKING IN CHILDREN FOR LABOUR, SEXUAL AND OTHER FORMS OF EXPLOITATION

OF INCREASING AWARENESS OF POPULATION, ESPECIALLY AGE 15-17 ON FIGHTING TRAFFICKING IN CHILDREN FOR LABOUR, SEXUAL AND OTHER FORMS OF EXPLOITATION

  

This Mini-Programme contributes to the prevention and elimination of the worst forms of child labour by taking action in three directions: 1/ create a mobile group of experts to discuss the issue of trafficking in children for labour, sexual and other forms of exploitation  with population, especially aged 15-17; 2/ carry awareness raising activities on trafficking in children among residents of Gissar , Panj Bohtar, Danghara, Khamadoni Shurobod districts population, especially  with aged 15-17;  3/ produce 20 banners  (2/1m) on trafficking in children  and information materials on trafficking in children for labour, sexual and other forms of exploitation.

 

The MP will be a joint programme of ILO-IPEC, IOM Tajikistan and the Committee of Youth, Sports and Tourism of the Government of the Republic of Tajikistan and will be cost shared among the named organisations. Activities implemented in this MP will contribute to the implementation State Integrated Anti-Trafficking Programme for 2011-2013 of Tajikistan where ILO-IPEC NPC provided comments concerning the areas of intervention^[1] of the final program, mainstreamed the issue into the programme and remains the main social partners of the state programme.

 

This MP is part of the Regional Project “Combating Child Labour in Central Asia – Commitment becomes Action / PROACT CAR (Phase III)” funded by German Government and will contribute towards the achievement of the Immediate Objective#2: “At the end of the project, up-scaling of IPEC tools and models of intervention through capacity building of key stakeholders and greater involvement of trade unions and employers’ organizations will have been increased the outreach of institutions for the elimination of worst forms of child labour”, Output 2.1 “The outreach of national institutions for the elimination of worst forms of child labour is increased through effective up-scaling of IPEC tools and models of intervention.”, by implementing the following activities:

 

• Сreate a mobile group of experts to discuss the issue of trafficking in children for labour, sexual and other forms of exploitation  with public;

 

With the purpose of effective implementation of this mini program a consultant  will be hired to develop effective plan of action for awareness raising meetings  in Hissar, Panj Bohtar, Danghara, Khamadoni and Shurobod districts on the issue of trafficking in children for labour, sexual and other forms of exploitation.  The consultant will also develop a self-assessment quiz and information materials based on the Training Manual to Fight Trafficking in Children for Labour, Sexual and other Forms of Exploitation (2009), developed by ILO and UNICEF under the UN Global Initiative to Fight Human Trafficking and translated into Russian language. He / she will agree the plan of action of the awareness raising meetings with local authorities of six select districts.

 

In order to implement the preventative activities of the State Integrated Anti-Trafficking Programme for 2011-2013 of Tajikistan a mobile group of 15 people will be created who will conduct awareness raising meetings on trafficking in children with six selected districts in the frame of this mini program and beyond that too. The 15 people of the mobile group will be from the   Inter-sectoral Working Group (IWG) established in 2012 under the Committee of Youth, Sport and Tourism by the decision of the Chairmen of the Commission on Combating Human Trafficking in order to strengthen the local communities on combating trafficking in human, including in children through regular and systematic awareness raising meetings and discussions. Thus, in the framework of this project, a mobile group from the existing IWG representing the ministries of education, health, labour and social protection, internal affairs, national security committees, women’s affairs, radio and television will be established and will conduct six awareness raising meetings on trafficking in human, including trafficking in children for labour, sexual and other forms of exploitation.

 

• Undertake awareness raising meetings  (six)  on trafficking in children among residents of Gissar , Panj, Bohtar, Danghara, Khamadoni Shurobod districts;

 

Gissar , Panj, Bohtar, Danghara, Khamadoni Shurobod districts were selected based on the fact that the problem of  trafficking in children for labour, sexual and other forms of exploitation is very common in this districts. A Mobile Group form the IWG in cooperation of the local administration of six selected district will conduct six awareness raising meetings in each selected areas and it is expected that the meetings will bring together 1,200 participants. 

The following topics will be discussed during the awareness raising meetings: 

—          Definitions and approaches to child trafficking – Defining ‘child’, child trafficking and the differences between trafficking, migration and people smuggling and ways of analysing and acting against child trafficking;

—          International and regional instruments – Frameworks that serve as a reference;

—          Key concepts and risk and vulnerability – Important concepts that are at the heart of understanding child trafficking and in particular what puts children at risk;

—          How child trafficking works – Looking at the different stages in what is sometimes called the ‘trafficking chain’;

—          The scope and impact of child trafficking – The numbers involved and the impact trafficking has at different levels;

—          Research and knowledge for planning and research methods – Underlining the importance of knowing and understanding before acting;

—          Situation with human trafficking in Tajikistan;

—          The role of women and youth in the prevention of trafficking in human beings;

—          The role of the local community, especially the civil society to combat trafficking in persons;

—          Legal aspects of trafficking in persons;

—          Social support for victims and potential trafficking of persons.

Prior to meetings the draft agenda of the meetings will be sent to ILO-IPEC for review and approval.  The developed self-assessment quiz and handouts materials on trafficking in children for labour, sexual and other forms of exploitation will be distributed to the meetings participants developed based on the Training Manual to Fight Trafficking in Children for Labour, Sexual and other Forms of Exploitation (2009).

 

• Printing of banners (2/1m) and information materials on trafficking in children for labour, sexual and other forms of exploitation

 

In cooperation with IOM and ILO –IPEC the selected consultant will advise on designing 20 banners that will reflect the causes and consequences of human trafficking, including trafficking in children for labour, sexual and other forms of exploitation will be produced and they will include information about available social services, hotlines and counselling centres for trafficked persons. In addition of six selected districts banners will be also available at the Youth Clubs on Combat Human Trafficking in the city of Dushanbe, as well as Vahdat and Javan districts. The bannerы will be developed with the principle of flexibility, that is, collecting and easily collapsible, so it is always available. 2,000 information materials for increasing awareness of public on human trafficking including children for  labour, sexual and other forms of exploitation will be developed in Russian and English languages and will distributed to the participants of six awareness razing meetings in six selected districts.

 

3. Target GROUPS

 

• 15 representatives of key ministries and agencies on human trafficking;
• 120 representatives of Local governments concerned with law, health, education, youth, women, social welfare, religion, etc.;
• 4,000 young people aged 14-35 years the number of students, the unemployed, at-risk groups.

 

 

4. INSTITUTIONAL FRAMEwok

 

4.1. Implementing Agency

The State Committee of Youth Affairs, Sports and Tourism of the Republic of Tajikistan is the central executive agency of the country in the sectors of youth, sports and tourism and responsible for the formulation of a consistent national policy and a legal frame in this areas. The Committee coordinates and supports the activities of institutions, educational establishments, corporations and other organization operating in the area of its responsibility and works in the context of the constitution of the Republic of Tajikistan, different constitutional laws, among them “The Law on Tourism of the Republic of Tajikistan” and parliamentary and presidential decrees referring to its sector of responsibility. The Committee executes its function in collaboration with other central agencies of the executive, government authorities and public organization.

The Committee of Youth Affairs, Sports and Tourism under the Government of the Republic of Tajikistan consists of four main departments – youth politics, sports, tourism and ideology – and three cross committee departments – financial affairs, human resources and organizational and economic affairs. The Committee is led by the  Chairman, each main department is led by one Vice-Chairman of the Committee. The cross committee departments are headed directly by the Chairman of the Committee. The Committee has it branches in four and l 53 districts of the country

4.2. Collaborating institutions     

 

1. Commission on Combating Human Trafficking; 2. Commission on Child Rights; 3. Local administration of Gissar, Panj Bohtar, Danghara, Khamadoni and Shurobod districts; 4. Inter-sectoral Working Group (IWG) established in 2012 under the Committee of Youth, Sport and Tourism.

 

5. OBJECTIVES

 

Development objective

 

To contribute to prevention and elimination of child labour in Tajikistan by increasing awareness of  population of Hissor, Panj Bohtar, Danghara, Khamadoni and Shurobod to fight trafficking in children for labour, sexual and other forms of exploitation

Immediate Objective

 

At the end of the Mini-Programme awareness of population of six districts (Hissar, Panj Bohtar, Danghara, Khamadoni Shurobod) is increased in trafficking in children for labour, sexual and other forms of exploitation.

6. OUTPUTS AND ACTIVITIES

 

Output 1. Mobile group of experts established to discuss the issue of trafficking in children for labour, sexual and other forms of exploitation with the population of Hissar, Panj Bohtar, Danghara, Khamadoni and Shurobod, especially aged 15-17.     

 

Activities:

1.1         In consultation of ILO-IPEC hire a consultant to  develop effective plan of action for awareness raising meetings in Hissar, Panj Bohtar, Danghara, Khamadoni and Shurobod districts on the issue of trafficking in children for labour, sexual and other forms of exploitation.

1.2         Develop plan of action of the awareness raising meetings and agree it with local authorities of six select districts.

1.3         Select 15 people for the mobile group from the   Inter-sectoral Working Group (IWG) established in 2012 under the Committee of Youth, Sport and Tourism to conduct regular and systematic awareness raising meetings and discussions with the population of selected districts.

1.4         Submit the draft plan of awareness raising meetings and draft information materials to ILO-IPEC.

1.5         Conduct one-day session with selected mobile group on trafficking in children for labour, sexual and other forms of exploitation before the awareness raising meetings.

1.6         Submit the evaluation forms from the meetings to ILO-IPEC.

 

 

Output 2. Awareness raising meetings (six) on trafficking in children are conducted among residents of Gissar , Panj, Bohtar, Danghara, Khamadoni Shurobod districts,  banners (2/1m) and information materials on trafficking in children for labour, sexual and other forms of exploitation are printed and disseminated

 

Activities:

2.1.       Contact local administration of six selected districts on upcoming awareness raising meetings on trafficking in children for labour, sexual and other forms of exploitation.

2.2.       Set the dates and the meetings in consultation with ILO-IPEC Tajikistan. 

2.3.       In consultation with ILO-IPEC Tajikistan develop an agenda of the awareness raising meetings on the districts level and submit it for approval.

2.4.       Prepare the meeting programmes and the agenda for the awareness raising meetings by one consultant/trainer of the IA in consultation with ILO-IPEC Tajikistan based on the topics identified in Proposal section;

2.5.       Draft and send out invitations to the participants in the two-day orientation workshop;

2.6.       Submit the draft version of the information materials, banners and self-assessment quiz and handouts materials on trafficking in children for labour, sexual and other forms of exploitation for review and approval to ILO-IPEC Tajikistan.

2.7.       Provide participants with relevant materials other publications/brochures on trafficking in children for labour, sexual and other forms of exploitation.

2.8.       Develop 6 articles on the outcomes of the meetings and print them on the local news agencies.

2.9.       Produce banners, self-assessment quiz and handouts materials on trafficking in children for labour, sexual and other forms of exploitation.
